As I run my games I will start putting some bits of info on here from it, if people are interested. Its been a fun campaign so far.
RECAP: Characters started with no powers, as pulp agents. There are people with powers in the game, but they're all bad guys, mostly mobsters in NYC. The 5 families run new york with low powered super villain thugs and some crime bosses. After a few pulp adventures, the PCs gained powers from a mysterious powerful figure offered golden apples to eat for power, telling the PCs a terrible storm and great evil is coming. The heroes reluctantly try the apples and gain limited powers. I had them create characters and then took the sheets and kept them for the first session with powers, and they had to play based on memory of what they had made.
So far the heroes have saved people off the Hindenburg, stopped the War of the Worlds martians, saved the NYC world's fair, sunk the Graff Spee, rescued the Polish spies who captured the first ENIGMA decoder, and dealt with the first rise to power of DEMON. Lots more in store; the year is 1940 now. I've been running one adventure per month, moving the calendar forward. The game started in January 1939.

The most fun for me as a GM has been splicing into the game real world events and people. SO far the PCs have run into several corrupt politicians and real life crooked judges, District Attorney Thomas Dewey, Mayor LaGuardia, Winston Churchill, and the Royal Family as they visited the NYC world's fair (this would be the King George from The King's Speech and his wife), and they saved the SS St Louis from an attack by nazi agents provocateur, allowing the ship to dock at NYC and the passengers to disembark. So far they haven't taken down any big named mob bosses yet, but they're getting closer to it.
As the only super heroes on earth for most of a year, people weren't sure how to take them and the super criminals thought they were just another crime family trying to muscle in on them. The Shadow, Batman, and other big name pulp-era super types are in the game but... they're super villains. The Shadow is a super-assassin that hurt the team pretty bad before they got him finally. Name dropping is part of the fun of running historical games.
Before each new month's adventure session I read off the news for that month, and there's been some surprising stuff in the news. Its been a lot of fun for me so far, and they all seem to be enjoying themselves.

Background/History: Penny Cotton was a bratty, selfish, and greedy little girl who grew up to be a bratty, selfish, and greedy teenager. One day coming home from school she found a golden apple and knew it was just for her, because it looked expensive and tasty. In fact, it looked so tasty she tried just a little, thinking she could sell the rest, and before she knew it, she'd eaten the whole apple. Angry that she'd just eaten something expensive, she threw a tantrum, and when her overly coddling parents ran to her room, she killed them both with her suddenly emerging powers. Now Penny Candy uses her powers to steal and take what she wants, and anybody who gets in her way, well that's their problem.
Personality/Motivation: Penny is incredibly selfish, childish, self-absorbed, and petty. She is massively greedy and loves sweet, fine, and expensive things. She has no sense of limits or right and wrong, only entitlement, that she's owed everything, and that anyone who gets in her way is unfair, greedy, and oppressive.

Powers/Tactics: Penny Candy's powers all revolve around different candy-themed powers, starting with the ability to create any candy she wants. She can create webs of cotton candy, slicks of sticky, slippery syrup, pelt targets with jawbreakers, blind people with powdered sugar, and so on. She's oddly difficult to hit or harm (a sort of mind control that makes her seem so sweet only people with the strongest wills can do her real harm) as well. Plus, well she's a 13 year old girl and you just don't want to hurt her.
Campaign Use: Penny Candy is a theme-villain, not likely to team up with others but willing to work for money and especially gems. Her powers are suprisingly potent for the childish theme.
In a few decades, her daughter grows up with the same powers to become Hard Rock Candy in the late 60s, a troublemaker just like her mom. In turn, she has a child in the 80s who goes by just the name Candy as a super villain in the 90s-present day.
Appearance: Penny Candy is an adorable 13 year old girl dressed in typical early teen clothes for the times. Her hair is in pigtails and she wears skirts, and she always has some kind of candy, especially the cheap, sticky kind. She's got blonde hair and big blue eyes and would be a wonderfully cute kid if she wasn't such a horrible brat.
