My recommendation, based on personal experience, is to go onto ebay and set up ongoing searches (and e-mail notifications) for the specific 2e, 3e, and 4e "Champions" publications that you want. Sellers seem to list all of them on ebay from time-to-time. And if you can be patient, every so often they are listed with very low starting bid prices and then attract few, if any, other bids. (These are mostly low supply/low demand items, as I see it anyway.) I was able to buy a copy of "Strikeforce" that way a couple of years ago, for example, for less than $20 (still in excellent - albeit used - condition).
With regard to a comprehensive list of publications, whenever I've wanted to consult such a thing I've used the Wikipedia list that Tasha referenced above.

Coriolis Effect is really good, Check your local Goodwill/ resale shops as well just on a fluke I found Classic Enemies, Mind Games, and Mutant File (Oh and the 1st ed Gangrel Clan book was in the bundle) in really good shape and for under $6. After my wife picked me up off the floor, I was giggling like Gollum all the way to the register. I don't have good luck very often but when it hits it hits like Mike Tyson lol.
