I agree that Changing from Dragon to Human form is a special effect of turning off Flight. That's one reason that we have Only in Alternate ID Limitation for powers. If you turn into a huge demon when you turn on your Resistant Defense, yeah that's special effect.
Unless the change is more substantial, then it becomes Multiform.
Shapeshift first Appeared in Champions III(first printing 1984) it was a 15 point power to turn into anything. It had adders that mimiced Growth and Shrinking in cost and Utility. It's become more clear to me that Champions III was supposed to be a supplement that people were assumed to be using with Champions 3rd edition. There was a new Champs III printing that looked like it could fit with Champions 3rd edition.

Thanks for pointing out that Shapeshift first appeared in Champions III, I don't think I have that supplement.
Here's another thought just off the top of my head. Rule that Shapeshift works kind of like a 10 point Vpp (w/ 5 point control) for small powers that a player could reasonably get based on their form. For example, a player with Shapeshift might receive one of these bonuses at a time, based on their form.
+2d6 to HtH +10m running +10m flight +10m swimming +5 to Concealment to hide oneself +5 to Stealth +5 to Persuasion (for a human form) +5 to Acting (to pretend to be someone else) Tracking as a sense

In a lot of ways Champions III was their best supplement, it added so much to the game. The random character generator was pretty good, too.

I've got to admit that characters like Mystique and the Martian Manhunter are what I first think of when I think of "Shapeshifting" as a superpower. And I guess its usefulness depends on the combat to non-combat ratio in your campaign. In the old long-term Champions campaign that I used to play in, we had a very useful character whose only power was shapeshifting with a lot of Skills to support it. Or as my friend who played her commented, "She had the power to control Public Relations". She discredited politicians and evil businessmen. She lured supervillains out into the open. She helped teammates protect their Secret IDs. She served as a decoy when the team was trying to protect someone. And so on.

Holy _cats_ I wish I had joined this board years ago! I know: I have to roll my Necromancy (message boards) 14-, but I just had to say that for all the. Bull-headed defense I have seen for the God-awful mess that Shape Shift has become, this is the first place I have been that I have seen folks do it the way I have always done it: Disguise to be a ringer for a specific person, or "only in X ID," where X is the animal / alien / shifted shape from which the power may be accessed. Having a new shape or appearance is a _special effect_ of what you are actually trying to do, and HERO doesn't charge for (or build) SFX! Damn but this is liberating! Honestly (and I have thought this with each and every edition that added new powers or changed old ones), I wish that before they threw in a new construct, they'd take a long survey to find out "what are people doing to simulate that _right now_, without the as-yet-unreleased new thing? Does it work? Is it cumbersome? Is the proposed new thing less cumbersome than what's being done currently? (shifting shape by sense group would never have seen the light of day if this had been asked once or twice) For what it's worth, we do the same exact thing with multiform: I mean, "only in X ID" really sounds like the whole reason it was invented was to simulate having a second (or more) form to lock certain features in and out of play. But most people seem to think it's for Power Armor... (though to be fair, it works great to build unbreakable unstealable power armor, so I'm not complaining a out that particular usage).
