My background with Hero System was completely different. I knew of CHAMPIONS (a friend owned it back in '82) but I would never play it. I was not into Supers at the time. I loved D&D style fantasy, but I went nuts for science fiction and spys. When I saw the box set ESPIONAGE at Willing Hobbies I picked it up and walked up to the counter with even thinking it through.
We played the HELL out of that game. A combo of high action Bond stuff with dark LeCarre "spy who came in from the cold" stuff.
never would have picked up the box if it had SPY CHAMPIONS on the cover...

Danger International was a terrific book, it had just the right James Bond wild spy feel but could be used to run just a modern police game. I never saw Espionage, but DI was great.

Champions means just Superheros now but I think that would go away pretty quickly if it was re-branded. A new edition using that instead of hero would work well. The problem is by this point Champions isn't really the premier and go-to superhero system like it used to be. Its still what people think of but there are good competitors out there now like Mutants and Masterminds. Honestly though I didn't really connect Dark Champions to Danger, International because it was so plainly focused on superheroes. I saw it as a dark vigilante version of Champions where you play the Punisher or Azrael, not spy stuff. It certainly can be used that way, but it wasn't really the focus. when dark CHAMPIONS was first created it was for street level supers
